Vacancy: United Nation Job for Project Coordinator in Abuja-Nigeria 2011

Org. Setting and Reporting
This position is located in the UNODC Country Office in Nigeria. The Project Coordinator works under the overall supervision and policy guidance of the UNODC Country Representative in Nigeria.

Responsibilities
The Project Coordinator will undertake the following tasks:
1. Be responsible for the implementation of project NGA T97 “Partnership in the Bayelsa expenditure and Income Transparency Initiative (BEITI) and the Judicial Integrity Action Program”.
2. Develop, implement and evaluate assigned programs/projects, etc.; monitor and analyze program/project development and implementation; review relevant documents and reports; identify problems and issues to be addresses and initiate corrective actions; liaise with relevant parties; ensure follow-up actions.
3. Provide substantive technical and advisory services in guiding the project and providing policy guidance to various counterpart agencies.
4.  Prepare all necessary project progress report and project implementation delivery rate report, together with dedicated project personnel.
5. Research, analyze and presenting information gathered from diverse sources.
6. Coordinate policy development, including the review and analysis of issues and trends, preparations of impact evaluation or equivalent studies, etc.
7. Generate survey initiatives; review, analyze and interpret responses, identify problems/issues and prepare conclusions.
8. Organize and prepare written outputs, e.g. draft background paper, analysis, sections of reports and studies, inputs to publications etc.
9.  Provide substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
10. Lead and/or participate in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
11. Manage financial resources allocated  to assigned projects/program components; monitor and/or certify expenditures and funds utilization.
12. Coordinate activities related to budget funding (program/project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents/reports (pledging, work program, program budget etc.).
13. Supervise, guide and mentor assigned project staff and experts; participate and/or oversee the recruitment of project personnel.
14. Perform other duties as required.

Education 
Advanced university degree (Master’s degree or equivalent) in business administration, management, law or other relevant discipline. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
At least seven years progressively responsible professional experience including in the area of project and program management preferably in the areas of anti corruption, good governance or justice sector reform is required. Experience in research, policy development and technical advisory services is desirable. Knowledge of United Nations policies and guidelines is desirable. Specific experience including project and program evaluation, budget and financial management and donor reporting is an asset. Working experience in developing countries is an asset.

Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency/proficiency in spoken and written English is required. Knowledge of another United Nations official language is an advantage.

Position: Program Officer(Right to Housing) 
The successful candidates will have the capacity to:
- Research, monitor and document settlement conditions and human rights practices in urban centers and including patterns of forced evictions in Nigeria
- Initiate and facilitate housing right-focused debates and engagements with diverse stakeholders responsible for the formulation and implementation of land and housing policies and legislation
- Demonstrate an advanced knowledge of relevant national, regional and international legislation and policy frameworks in relations to the right to adequate housing
- Design, develop and implement housing and kind right-centered advocacy and capacity building initiatives for a wide range of target groups
- Draft, review and edit detailed reports, public statements and other documentation on the right to housing in Nigeria.
- Coordinate engagement with community networks, partnerships and grass root movements across slum and marginalized communities in Nigeria - Write and make public presentations focusing on the right to adequate housing and related economic, social and cultural rights before local and international audience; and - Plan and manage programs of work budgets, fund raise and manage staff

Qualification/experience
- A university degree in law, human rights, development studies, social science, estate management, urban and regional planning or any related discipline
- Must have a good understanding of the country laws, policies, related to housing rights, land and evictions and/or economic, social and cultural rights
-At least 5 years of professional experience in the human rights or housing field in Nigeria.

Position: Litigation Specialist
Job Description
-Research, draft, file and litigate cases of high public interest value
- Conduct interrogatories, schedule depositions, prepare and vet legal briefs, evidence and all paperwork relating to cases.
- Undertaking fact-finding missions analyze and write detailed rights-based reports
- Supervise a group of individuals consisting of lawyers, legal secretaries, paralegals, medical, financial and other expert witness and various third parties

- Facilitate meetings and conduct training for different stakeholders

Skills
- Must be confident and have excellent oral and written communication skills

- Must be highly analytical and have organizational. Management and problem-solving skills - Must be organized and have stellar negotiation and presentation skills
- Must have a strong flair for human right and or experience in development work

Position: Program Officer-Business and Human Rights
The ideal candidates should:
- Have an advanced understanding of Nigeria’s business institution and their activities, particularly the oil and extractive sector
- Research monitor and document human rights practice in Nigeria, with a special focus on communities that host big corporate entities, especially in the Niger Delta region
- To execute high-profile human right campaigns around research findings and identify opportunities for advocacy and policy engagement
- Be able to develop and implement human awareness creation and capacity building programs targeting policy and governments officials, corporate bodies, local communities and other target groups; and
- To cultivate, engage and manage multi-stakeholder relationships such as the media, local group, communities and civil society, corporate bodies and regulatory agencies

Qualification/Experience:
- A first degree in law, development, social sciences or related field, with broad knowledge of international human rights law
- A master’s degree will be an advantage
- At least four years experience in a similar positions
- Stellar oral and written communications skills
- Very strong research and analytical abilities

Job description:
- Provide high-speed secretarial and administrative support to the office and manage official information with utmost confidentially
