Job Description
The Human Resources Director position is accountable for the overall quality of Human Resources (HR) practices within an assigned region.  The Regional HR Director serves as a member of and consultant to the Regional operations management team, a member of and liaison to the Corporate Human Resources Team and a lead to the facilities based HR representatives.  Primary focus of this role is to ensure the administration of HR policies and practices within the region and comply with all state, federal, organizational, and contract requirements.  This position serves as the primary field resource for all Corporate Human Resources initiatives.

Primary Duties and Responsibilities
  • Oversees delivery of Corporate, regional and local HR programs for a multi-site, multi-state region.
  • Evaluates and develops competencies of facility-level HR staff in order to support the business mission of the facility.  May recommend additional training (internal or external to the Company), remedial actions to address deficiencies, or replacement of incumbents.  Participates in the selection process for hiring HR staff.
  • Monitors Regional HR practices and advises local and regional management on efforts to maximize the organization’s investment in it human capital.
  • Assumes the lead on all HR related activities associated with the acquisition or loss of a facility within the Region and may be called upon to support similar activities in other regions.
  • Provides training and coaching for management and supervisory personnel on HR-related issues, including  but not limited to establishing effective employee relations, proper undertaking of adverse employment actions (such as discipline and termination) with an eye toward maintaining consistency and minimizing risk, identifying and responding to employee complaints, compliance with GEO policy and relevant employment laws,  performance management, and interpersonal relations relating to the workplace.
  • Works closely with the facility and regional management team to assess risk and provide HR expertise and guidance with respect to effective undertaking of employment actions including but not limited to hiring, discipline, demotion, suspension, leave, promotion, investigation, termination.
  • Provides guidance to facility and regional management and ensures facility HR employees receive proper training regarding compliance with employment related agencies and corresponding employment laws and regulations including but not limited to FLSA, TITLE VII, OSHA, SCA, WARN, NLRA, ADA, FMLA as well as any corresponding state or local requirements.
  • Works closely with the Regional management team on employee development, selection, and succession planning for Wardens, Facility Administrators, and facility management teams.
  • Serves as a standing member of the Regional operations audit team and participates on facility audits both within the assigned region.  May also be called upon to conduct investigations into employee misconduct and coordinate such efforts with the Office of Professional Responsibility (OPR).
  • Develops long-term partnerships with management to design HR practices to support their critical business initiatives.
  • Coordinates Regional activities for corporate human resource initiatives, and serves as part of the Company-wide HR Team.
  • May participate as a representative of management in collective bargaining agreements as required, to include responding to and tracking grievances and as a member of the negotiating team in the contract renewal process.
  • May represent the Company with representatives of governmental agencies (i.e. DOL, EEO, OFCCP, etc.) during the course of investigations and audits.
  • Ensures that new agreements, contracts, and staffing requirements are implemented correctly.
  • Indirectly supervises facility HR representatives within assigned region.
  • Interacts with employees, facility management, regional leadership, and corporate staff on all workplace matters.
  • Visits facilities in his/her respective region at least two times per year.
  • Communicates directly with Senior Corporate HR team on a weekly/monthly basis.
  • Performs other duties as assigned.

Job Requirements

  • Bachelor’s Degree required, with major in Human Resources Management or Business Administration preferred.
  • Ten (10) years’ experience in Human Resources, some of which working in a 24/7 operations environment.  
  • Maintains a working knowledge of all employment related agencies and corresponding employment laws and regulations with a thorough understanding of FLSA, TITLE VII, , OSHA, SCA, WARN, NLRA, ADA,   FMLA as well as any corresponding state or local requirements.   Understands labor relations management including developing and maintaining effective interaction with unions and understanding of Collective Bargaining Agreements (CBAs).
  • Ability to think critically, make sound judgments and possesses organizational skills.
  • Effective interpersonal skills; ability to deal effectively with all levels of employees at the facility, regional office, and corporate headquarters.  Experience with conflict resolution highly desirable.
  • Ability to handle sensitive and confidential information.
  • Prior supervisory experience required.
  • Ability to travel in support of the needs of the business with extensive overnight stays.
  • Ability to work with computers and the necessary software typically used by the department.
